Adding a layer of shingles over existing shingles is called reroofing and can be done to save money on the cost of a roof. However, this does come with downsides. An added layer can make a roof more difficult to inspect for damage, it will increase the cost of future projects, and it can null and void the manufacturer’s warranty on your materials. Also, some homes may not bear the extra weight of a second layer of shingles.

The short answer to this is yes. While legally you don’t have to, a licensed roofing contractor will have the verified knowledge and experience to do the job properly and there can be repercussions against them when they don’t follow standard guidelines.

For example, if you work with an uninsured roofing contractor and a member of the crew is injured, you may be liable for their medical expenses.
